    "content": "Hon. Speaker, I see no reason at all why going forward in the future we cannot even push Development Expenditure to 40 per cent of the total of our appropriation. Even as we emphasise on development, I think we must pursue development with a human face. Why do I say this? Over the years, we have emphasised on building roads, providing electricity to our people, giving water, building hospitals et cetera. However, when you look around we must ask ourselves: Why has this emphasis not translated into happiness for our people?"
