    "content": "Hon. Speaker, this calls for measures to remove barriers for setting up enterprises in Kenya and I am talking about this because soon we will be looking at the Finance Bill. I think the taxation measures that we undertake should be such that they encourage the development of small to medium enterprises as opposed to multinationals. This is because I looked at, for instance, the taxation measures that the Cabinet Secretary spoke about the other day. When you look at them, they maybe good in terms of promoting the development of multinationals but what about the small scale industries and enterprises?"
