    "content": "Kisumu County should be doing much better than what has been shown here. Even if you look at the schools, you will find that they are schools which are within the City Centre. I know most of the schools. About seven of them are within the City Centre. If you take that to the constituencies in the rural area, you will find that the performance will not be as good as what is being stated in this Report. However, one of the reasons that I feel should be taken into account is the fact that in some areas in Kisumu County and the whole country teachers work under very difficult conditions.
