    "content": "It is important to emphasize that if the Division of the Revenue Bill, 2014, is lost, the biggest causalities will be the county governments as Article 224 of the Constitution requires enactment of the Division of Revenue, before they can commence any budgetary action. The said Article provides that:- “On the basis of the Division of Revenue Bill, passed by Parliament under Article 218, each county government shall prepare and adopt its own Annual Budget and Appropriation Bill in the form and according to a procedure proscribed in an Act of Parliament.”"
