    "content": "At the top of our first thematic area is improving the business environment, is enhancing security. Without security, the economy will not grow and our objective of creating jobs for everyone will remain elusive. Therefore, through this Budget, we have continued to prioritize the strengthening of our security system. In the current Budget ending June 30th this year, we initiated a security modernization programme and allocated substantial resources to the National Police Service and Kenya Defense Forces for infrastructure development, acquisition of armory, communication equipment, lease of 1,200 motor vehicles and for capacity building. I am pleased to report that implementation of these measures has progressed well."
