    "content": "Secondly, the Budget Policy highlights are a representation of a very bold manifesto by the President, Hon. Uhuru and his Deputy, Hon. Samoei; a manifesto to grow, stabilize and transform this society. We are glad that that has been captured by the Budget Policy Statement for this coming financial year. When we last saw the President, as the Budget and Appropriations Committee, we raised our concerns, as indeed, others had done with regard to the laptops for children.
