If he had not seconded, then he was out of order, but if he was the one seconding, he was in order because there was a scramble between Sen. Wako and Sen. Karaba, but I will take it that Sen. Wako seconded because he is the one who spoke. For Sen. Karaba who just stood and noted, I will ignore him for now, though the Standing Orders would have allowed as much."
