    "content": "Thank you, Mr. Speaker, Sir. I also concur with the enthusiasm aired by my colleagues that we all have to contribute to this Bill. I am also heavily inclined to remind my colleagues to remember that this is a Bill that concerns counties. As we debate the Bill, we need to be mindful that most Senators are in, but may be going out. At voting time, we need the requisite number of Senators. So, we need to balance the two so that at voting time, we have enough Members present to vote and pass this Bill. We have the numbers now. Probably, we need to think along those lines."
