    "content": "Finally, Mr. Speaker, Sir, I think it is important that this early excitement about devolution, which has led to some excessive expenditures at the county level on recurrent expenditure be really controlled by this Committee. I do not think that it has been something that is done out of bad manners or anything else; but I think it is an element of excitement when something begins. Once we begin planning and co-ordinating development properly, people will see the importance of having priorities and the importance of using the scarce resources that we have at the county level for effective development of the counties. So, I think that, finally, we have a forum at the county level to bring these issues together and make us work with the Governors.
