    "content": "that we represent against the dictatorship that we have seen in some of our counties by not allowing those county governments in the cities and municipalities to impose any rates and charges where people have not participated in the enactment of substantive legislation that allows those county governments to levy charges on our people. That would be a dangerous route if we were to take it. I, therefore, beg to support and be cautious of the areas that I have mentioned and move the necessary amendments when the time comes.
