    "content": "I want to say that the Speech articulates what the Government has done, especially on devolution. In the Constitution, it was to start at 15 per cent, but we have found the Jubilee Government has given up to 32 per cent. That is a very good start and that is why devolution is taking place on the ground. I have also realized that the Government has also devolved functions of the county government without hesitation; otherwise, there could have been a blame game that some functions have not been devolved."
