    "content": "Secondly, when he started his Address, he said that he would uphold national values and principles of governance. That is also contained in Article 10. That is what we call very good first impression. He went to the real speech and raised several issues. The first issue I want to touch on is with regard to devolution. In my opinion, devolution has been hampered by the Jubilee Administration. Historically, we are all aware that one of the two principals strongly did not want the new Constitution in 2010. He campaigned against it in the whole country. I strongly feel that there is intention to kill devolution by the Jubilee Government."
