    "content": "Mr. Temporary Deputy Speaker, Sir, secondly, we conduct elections so that we can have a government that is more responsive to the wishes of the people who vote them in. In the past we have seen in this country that our politics is driven by two negative factors. We profess the politics of exclusion. We want to exclude others from the political mainstream. The other reason that underlies the politics of our country is that of dominating others. I think it is time we ran away from this by modernizing our voting system, so that we give Kenyans an opportunity to vote on issues that affect their lives. Kenyans do not normally enjoy voting because it is a very strenuous process. The most peaceful way we do it, the better for this country. Kenyans are busy and want to go about their businesses and develop themselves. Therefore, we must minimize the amount of time that is spent in electioneering and in the campaigns."
