    "content": "This is so that we leave spiritual matters where they belong. They deal with matters of the spirit, but matters to have the force of law are vested within Parliament. So, anybody is at liberty to say what they want to say, including even doing summons in the mountains or anywhere they wish. However, if you want to make a matter having the force of law in Kenya, you must lobby Parliament. This is the truth. It is straightforward."
