    "content": "The same applies to the county government funds. The law protects, through the Public Finance Management Act, the Kshs.210 billion that was allocated to the counties. This money must be transferred to the County Revenue Fund Account before 30th June so that even if it is not spent, that amount is available. That is how the Treasury should act until we change that law. So, the Treasury should not ask us next year to provide, through the budgetary process, an amount that has already been protected by the law. This distorts the budget process. This is because you will be forced to re-budget the CDF and yet it is already protected through an Act of Parliament. The same applies to county government funds."
