    "content": "I would like to inform the Treasury that even as they wait for the counties to spend the money, they should know that the amount that we budgeted for the 2013/2014 Financial Year should be transferred by the end of this financial year to the County Revenue Fund so that they do not ask us in the 2014/2015 Financial Year to, again, appropriate through the Supplementary Budget an amount that they should have taken care of."
