    "content": "On Vote D109, that is the Development Vote for the Ministry of Transport and Infrastructure. There was a Motion this House passed recently that compelled the Government to tarmack at least a 20-Kilometer road for each constituency in the country. I am sure Road Engineers at the county or constituency level proposed some of these roads. I am sure it is not possible for the Government to implement that House resolution in one financial year, So, I would advise that they do it in phases. They can implement in quarters and maybe through the Supplementary Budget. If we do that, by the time we end this term of five years in 2017, that resolution will have been implemented."
