    "content": "Thank you, hon. Deputy Speaker. I think this was a fairly well done and balanced Bill. It is not always easy to come up with such a Bill in a country like ours that is facing many challenges. I think the Committee did its best to balance the Bill, although I still feel that security should have been allocated more funds. This is because we are faced with many security challenges. Nevertheless, I would like to say that the Committee has done a fairly good Bill and I want to commend it. I hope that in future we should be able to look at areas that we feel we have denied funds. We need to allocate more funds to meet food security, so that our population is well fed."
