    "content": "The Joint Committee was established after the terror attack on Westgate Mall on 21st September, 2013. The Committee was constituted with a view to establishing the circumstances leading to the terror attack at the Mall and whether there were any acts of commission and omission on the part of the intelligence and security organs in the country. So, the Committee further extended the scope of its mandate to cover other areas that have been affected by terrorist attacks; such areas include Garissa, Mandera, Wajir or the former North Eastern Province, and Kilifi in the Coast region."
