    "content": "Hon. Speaker, I am a bit concerned, and I would like the Leader of Majority Party to confirm something. If there is a conflict between a statute law and a resolution of the House, which one would take precedence over the other? I am concerned because of what the Leader of Majority Party is telling us. The statute law spells out clearly what needs to be done. At the same time, he is telling us that the hands of the Government are tied by a resolution of the House. Is it in order for me to ask the Leader of Majority Party to clarify, in this case, which one takes precedence over the other?
