Temporary Deputy Speaker, I beg to move:- THAT, Clause 11 be amended by inserting the following new subsections immediately after subsection (2)- “(3) A person shall not be deemed to be suffering from a mental condition for purposes of subsection (2)(c) unless this has been certified by a medical board or the National Council for Persons with Disabilities. (4) Notwithstanding subsection (2)(c), a person with a mental condition shall be deemed to have legal capacity to give consent to a marriage, and in this regard may be accorded support in decision making.”"
