    "content": "In Clause 3 where we say medical board or National Council, I will oppose this because I do not think the National Council for Persons with Disabilities has the technical capacity to do that. Further, when we say a medical board, it is important to say which medical board. What we know is the medical board appointed by the Director of Medical Services. That is what is in practice now. So, the amendment that would be required here, in my view, is a medical board appointed by the Director of Medical Services and we exclude the National Council for Persons with Disabilities. That is what would be consistent with the practice now."
