"content": "Hon. Members, hon. Wilbur Ottichilo has raised a very fundamental issue of a Report of Parliament that was prepared by two Committees. The two Committees deliberated on the issue of San Marco Space Station in Malindi and came up with a Report. I am sure that most of you are aware that hon. Ottichilo has really been on this issue but the more important thing is that some of the hon. Members who took part in the investigation of the matter and came up with the Report are still able Members of this House – including but not limited to the current Speaker of the Senate and, obviously, the Leader of Majority Party. Others include hon. Keynan, hon. James Rege, hon. (Eng.) Gumbo, and hon. (Dr.) Ottichilo himself. For those of you that served during the Tenth Parliament, you will remember that there is already a precedent set with regard to a matter of this nature. This is in the famous Report on the Artur bothers. Those who are lucky to have served in the Ninth Parliament will recall that, that Report had been prepared by two joint Committees – the Committee on Justice and Legal Affairs then chaired by hon.
