"content": "While I admit that there have been cases of harassment of the public by the council officers, the media and the Press tend to exaggerate the magnitude or scale of the problem. At the same time, the public and media blame the council for the failure to keep the City clean. In our view, the conflict emanates from the lack of citizensâ appreciation of the roles and responsibilities in securing orderliness and harmony in the City. The public often fail to keep their activities within their designated areas, thus creating conditions for conflict. Also, increasing population pressure is causing many problems amongst our local authorities."
