    "content": "Hon. Speaker, the other thing is that we have the Commission for Higher Education. I do not know whether the persons who drafted this Bill considered the existence of that body. It deals with issues of qualification and standards for all tertiary, graduate and post-graduate institutions in the country. The Bill is not telling us whether those other institutions will die or what the Qualifications Authority will do which that commission does not do."
