    "content": "Hon. Speaker, we have universities in this country. All these universities are established under Acts of Parliament. There is the Kenyatta University Act. We also have the University of Nairobi piece of legislation. Even private universities were established under Acts of Parliament. An example is Baraton University. All universities in the country were established under what is generally referred to as general university statute or the statutes specific to those universities. When you come with a document or a proposal such as this, how will you enter the realm of those universities or training institutions to begin contemplating standards?
