    "content": "Thank you hon. Speaker, for giving me this chance to contribute to the Kenya Qualifications Framework Bill, 2013. I stand to oppose this Bill with reasons. All these institutions, be it institutions of higher learning or whichever institutions, have their own structures and the manner of setting their qualifications. If we set up a qualification authority, it will not be an expert in all those areas."
