    "content": "That was a very good thing but it has put us in a fix because there are so many children who attend primary schools because education is free but we have not built enough secondary schools. Instead of setting up this qualification authorities, can we build secondary schools so that like it happens in other countries, all primary school going children join secondary schools? We should also make sure that secondary school education is free because most of the families of these children cannot afford to take them to secondary schools. Even when the Government stipulates the school fees to be paid by parents, head teachers in these schools increase it. Who suffers most? It is the children from poor families."
