    "content": "So, in my view, we need to, first of all, reform our education system. After we do that, we can then talk about having the proposed qualification framework because we will make sure that everybody qualifies for admission to university. We should have a smooth transition for our children right from primary school to Form Four. Forth Form education should be basic education for our children. Therefore, the architects of this Bill have a good idea but its timing is not right. We really need to sort out our education system before we talk about putting in place a qualification framework. With those remarks, I beg to oppose."
