    "content": "The only countries that did not seem to understand the value of a national qualification framework particularly in the continent of Africa are the East African countries. I know the case in point here that Ghana has a very vibrant national qualification framework. South Africa has a very vibrant national qualification framework and many other countries in Africa. I do not blame ourselves because we have a history of colonisation."
