Reports or statements which are supposed to be signed by a Cabinet Secretary are not signed for. This one purports to be signed by somebody, but he has put “F” which stands for “For” and then there is the name Joseph ole Lenku. So, you do not even know who it is that has signed this one. Even the information that we are being told that this and that person gave orders--- You see Parliament usually has to deal with substantive holders of offices so that if this information is found faulty then he is the one you will deal with. But then this one is signed by some other fellow. I know about the amount of requests that have come to you, hon. Kamama. I do not know whether you will have the time to go and do thorough investigation of this incident. Hon. Kamama, you could help us."
