    "content": "Kenyans voted overwhelmingly for devolution because they wanted it to work. They wanted it to adjust the inequalities that had dogged this country for many years. I made this point when I contributed onthe Equalization Fund Bill and I said that devolution cannot stand alone. No single person or office can claim to be the one protecting, defending, living and dying for devolution. Devolution is for all of us and the more I read Article 174 of the Constitution, the more I am convinced that devolution is not for any one person to say that they will defend and live for it.
