    "content": "The Members of this Committee also do not respect the principle of separation of powers. Some are from the county government and others from national Government. This becomes quite clear when you look at Article 176(1), it states:-“There shall be a county government for each county, consisting of a county assembly and a county executive.” That is the Constitution. Those are the only members of the county government; county executive and county assembly. These other members we are bringing in the county board, including members of the national Government, that is County Commissioners and Departmental Heads, it is unconstitutional and against devolution."
