    "content": "He has just read Article 6(2) of the Constitution which clearly states as follows: - “The governments at the national and county level are distinct and inter-dependent---” They do not operate as separate; they are dependent and shall conduct their mutual relations on the basis of consultation and cooperation. That is what this Bill is seeking to do. In fact, it is stating very clearly, “consultation between the national government and the county government.” In fact, he is just misreading the law.
