    "content": "Thank you, hon. Speaker for coming to my aid. I respect my learned colleague and I will make my remaining arguments. If you look at Article 190(1) of the Constitution, it actually obligates Parliament to support county government. It reads:- “Parliament shall by legislation ensure that county governments have adequate support to enable them to perform their functions.”That section does not actually require Parliament to usurp the functions of county assembly."
