    "content": "that this House and the Senate have the authority to legislate on any matters, but let us not flex legislative muscle just to try and sort out issues of character. If you look at this Bill and it is not wise to draft legislation when you are in a bad mood, it looks like somebody was in a bad mood, meaning that it is in bad faith. Let us allow our governors to work. Let us allow them to execute their mandate. When a governor was elected, even if he went and said: “I want to build swimming pools for this county” and the people said: “Yes, we want swimming pools in every person’s house,” how now do you come in a board and say: “Instead of swimming pools, let us have fish ponds?” These governors will have you share in the blame, but when there is glory, it will be for them. I also want to oppose the fact that as a nominated Member, I come to this House and I become a national Member. I do not want to be constrained into one county; to do what in one county? I serve the youth of this entire country. I wish you could add me just one minute because I have heavy points on devolution. I must say that the notion that certain people are anti-devolution is being debunked in this House today and yesterday. The National Assembly must stand up in support of devolution.
