"content": "It was the feeling of the Committee that it was up to the applicant or the nominee to prove to us how he re-acquired his citizenship. The only document that he sent to us was a document that referred to people who acquired citizenship after promulgation of the Constitution. We also wrote letters to the Cabinet Secretary for Interior and Coordination of National Government to give us any information on Dr. Alawy. Unfortunately, by the time we wrote the report and up to now, we have not received any communication from the Cabinet Secretary; it was our feeling that it was up to the nominee to tell us how he re-acquired citizenship. So, it was the feeling that he was unable to prove that due diligence was followed in regaining his citizenship as required in Article 14(5) of the Constitution, which states that: “A person who is a Kenyan citizen by birth and who, on the effective date, has ceased to be a Kenyan citizen because the person acquired citizenship of another country, is entitled on application to regain Kenyan citizenship”"
