    "content": "This Bill has been brought pursuant to its approval by the Senate; it was passed by the Senate on Thursday, 28th November, 2013. We have the endorsement from the Speaker of the Senate. This is a Bill which touches the counties. It has been originated pursuant to the relevant Articles of the Constitution. In particular, I would like to mention that the Senate as the representatives of the counties, in which they serve and protect the interests of the counties and their governments, has, in its wisdom, decided that it is important that various levels, within the county governments, be created for purposes of harmonizing development in the counties."
