    "content": "Thank you, hon. Speaker. I would like to thank the Chairman of the Justice and Legal Affairs Committee for giving me the opportunity to second this important Bill. From the outset, this will be a great opportunity for us to harmonize the county development agenda. This particular Bill will enhance the objects of devolution as stipulated in Article 174 of our Constitution. There is some fear that this Bill is an effort to clip the wings of the governors. This can never be true. This is not going to clip wings; it is going to create a forum for inclusive participation. This will be what I would like to call “a community planning forum”, where everybody is going to have a chance to bring brilliant ideas to enhance the development agenda within the county."
