    "content": "Hon. Speaker, especially in the area of chiefs and their scheme of service, I am an authority on this matter. We used to have the old scheme of service until the NARC Government came in. When the NARC Government came in hon. Murungaru actually came up with a scheme that one must be a Form Four and with a C-(Minus) and above for one to merit. Of course that was to be considered alongside other considerations, for example, one must have a clean record, development conscious and so on. There are other things that are normally looked into."
