    "content": "Hon. Speaker, I think the issue of the Provincial Administration is so important to the lives of Kenyans that I believe this Committee should have delved further into the issue. They had been given the mandate to look into this matter and find out what all this was all about. This is because if hon. Kamama says the requirement is KCSE C (Minus) and above, what about those who had been employed before that condition came up? I believe what hon. Kaluma was saying is that this chief had been employed before and then he was sacked because he did not have these qualifications. Is that the normal procedure? I think we need to be very careful.
