    "content": " Order, I believe that each one of you is aware of your constitutional obligations in this House and the Chair will uphold what you people decide. The Chair does not have a vote in this matter. So, if you choose to do your issues recklessly, that is how the Chair will go. However, I want to take it that my constitutional role requires that there is an Act of Parliament. If therefore there is no Clause 3 in any legislation then there will be no legislation at all. So, I will rule that we will go back on Clause 3 again."
