    "content": "The essence of the amendment is that if you look at what is provided right now, it says that the Council may dismiss any person for any behavior that they consider unbecoming. That provides a subjective criteria, but the law gives us an objective criteria under Chapter Six. So, I am replacing that with Chapter Six of the Constitution, so that the Council can use an objective legal criteria and not a subjective criteria."
