"content": "Hon. Temporary Deputy Chairman, I would request that we do this by sections. So, I would like to propose the first part. I beg to move:- THAT, the Third Schedule be amended- (a) in paragraph 1 by deleting the words “without the permission of the chairman” appearing in item (ii) of subparagraph (b) and substituting therefor the words “without justifiable grounds”; Paragraph 1 provides that members can be removed if they absent themselves without the permission of the Chairman. I am sure you have noticed that it is even in our Standing Orders and the Speaker was drawing out attention to it the other day. It is a language that is coming up, but which is very dangerous when you are dealing with adults who are very busy and who may be committed for whatever reason; for instance, I may be in hospital. When I am in hospital, I cannot have time to get permission from my Chairman. So, really, I think the better wording is “without justifiable grounds”. It still gives the Chair mandate, but you do not have prior permission from the Chairman. It is a very archaic wording, which is almost colonial."
