I had an incident in my constituency where a hoe or a jembe that costs Kshs89 in Uchumi Supermarkets, is being procured for Kshs600 for the youths to go and construct a dam. How do you explain that? A jembe of Kshs89 - and you can buy it over the counter in any shop - is procured for Kshs600. You know the wear and tear on a jembe cannot be in two weeks. The next week they move to another project and they buy and procure similar implements for another project. This is something that, that Authority can be able also to look at â the procurement process."
