    "content": "that we should think of now and in the near future and one of them is the wage bill. This is a major problem in the country. I have stated this before that with devolution we really need to work out clear structures so that we have the wage bill reduced. You know we had the national Government, the local authorities that had staff and now we have the county governments. As a country, we must put all these in context so that we have a say in the wage bill as has been proposed. Hon. Speaker, it is important to start relating this looking towards the Division of Revenue Bill that there is some link between what is happening at the national level and what is happening at the county level. The issue of Kenya Urban Roads Authority (KURA) and Kenya Rural Roads Authority (KERRA) will remind Members that some funds actually went to the county governments and then KURA and KERRA were not really financed. However, it is good that right now it has been possible to get finances for them. I think again when we are financing food security in the Supplementary Budget, as a country we need to be thinking of long term projects to avoid the issue of last minute buying of food to avoid catastrophes. We have recognized the cash transfers. This is an extremely important aspect of this country being able to look after its vulnerable people. I must say for me, particularly having initiated this and this being a very important manifesto in the CORD Coalition, this is something that we are happy to go on with and we must look into the future."
