    "content": "here. I did not get a chance to say anything but hon. Speaker said we can get another opportunity and I am taking chance of this opportunity. The issue that we did not address yesterday is that we have not as yet developed proper structures for the devolved governments and devolution. Therefore, the people we put there regardless of who they are, without structures; financial or audit, are likely to go a bit rogue in terms of expenditure. So I think we should not look at this audit as just for funding which is also important. Devolution is so important that regardless of how much money it needs, we must go on. We must know how much money that is."
