    "content": "it was not done but if you go and look at that transition to devolve the Government, you find that all were put in place. So, this audit will tell us which institutions we put in place that have not worked, which institutions we need to put in place and what legal framework we need to put in place. If we do that, this beautiful thing we have discovered that should move Kenya faster towards our Vision 2030 dream than any other strategy will be able to move efficiently and smoothly without all the noise. Anyway, sometimes I am happy that when you put many sons in the house, they jest as to which one is probably stronger than the others. So I am getting amused; the arms are jesting and finding out which is strong. Let us go on like that but we must remember that we must keep intact and the country must run."
