"content": "Hon. Speaker, I rise to support the Motion and the adoption of the report of the Budget and Appropriations Committee. I am a member of the Committee as I am sure many of us know but I have been asking myself sometimes when I read Article 223, which allows this country and this House to have Supplementary Appropriations and a Supplementary Budget whether we need to do it the way we are doing it currently. This is the way we were doing it previously but if you read the provisions of this Constitution clearly, I tend to think that we need to start thinking of changing the way we do our Supplementary Budget. If you do not mind, I will read Article 223 (1): “Subject to The electronic version of the Official Hansard Report is for information purposesonly.
