    "content": "Hon. Deputy Speaker, I had wanted to speak on the main Motion, but I am forced to also comment on what has come in; that is, the amendment. I am one of the people who are experiencing difficulties because I am in both Committees. I am in the Budget and Appropriations Committee and also in the Departmental Committee on Labour and Social Welfare. Having considered the issue, I wish to support the amendment as much as I support the position that has been adopted by my able Chair of the Budget and Appropriations Committee. The position is this: When you look at the Public Finance Management (PFM) Act and the Constitution, this Parliament has been given certain duties to oversee the preparation of the Budget. It is very unfortunate that the Treasury has the habit of bringing requisite statutory documents, not on the 11th hour, The electronic version of the Official Hansard Report is for information purposesonly.
